seismologists as it is hard to predict if california is entering a new normal of fewer earthquakes. scientist say we should expect a major earthquake over the next 30 years. new this morning more than 100 people are displaced from an apartment complex. the urgent rescue made by firefighters to save people from the flames. it is opening-day at oracle park in san francisco. the giant organization watching the weather to see if the home opener may face a weather delay. we will have more on that and also some of the new attractions for fans. the tarp is on the field at the park, san francisco preparing for rain today. good morning i am dave clark, let's talk more about the weather. they will play.

maybe not 1:35 but close enough. rain has begun but again it is going pretty quick. it is a weak system so morning rain into early afternoon then clearing up. the breeze has picked up as well. or the timeline, it increases, around noon it should be near the back side of that and i would think we will be on the much dryer side at 2:00. there will be some moderate rain out of this system. there have been some decent totals. you can see some rain beginning to pick up in mendocino county, sonoma county, lake county, would acres also had a quarter inch of rain so we will get morning rain, it will taper off then we break for a friday evening, the wind is there, costs 23 miles per hour at half moon bay.

next system on saturday morning will start to lift north but we will still get some light rain. the rest of the weekend will be all right. amounts have come down but there is still some on the forecast. it is friday light for the most part. we are off to a nice start. if you are seeing the traffic coming in on the golden gate bridge it is moving along well. also some cars are using the windshield wipers so that rain has arrived. that may slow your commute but the volume is like, which is good. richmond bridge approach is a little bit busy. macarthur only taking 24 minutes. at the bay bridge toll plaza it is a 15 minute wait. let's get back to the desk.

new this morning 140 people in santa rosa are being helped by the red cross after fire toward through their apartment complex. it started the last night at the apartments. no one was hurt but people had to be rescued from balconies and from the roof of the building. santa rosa firefighters tweeted out this video, 64 apartments in all were evacuated. at the community center the red cross set up a shelter for evacuees. it took about 40 minutes to get the fire under control. the building did not have a sprinkler system. the cause of the fire is being investigated. elissa harrington will join us at 7:30. in napa fire injured out of service because of a fire at a fire station. it happened at station 26 on highway 29. several fire trucks burned when the garage caught fire. the main fire station was not damaged. firefighters had to move fast

to save the fire station. >> the first arriving fire company recognized they could do the most good by moving as many vehicles away from the building as they could. they saved at least seven vehicles from being damaged. >> there is no word on injuries or how the fire started. later today there will be a vigil in san francisco for a man who was killed at his apartment corrections office in the mission district. 19-year old taiepisi gutu was taken off life support. he died march 27th, 2 days after being shot. police later shot and arrested the suspect, hakim ogden, in southern california. the vigil for taiepisi gutu will start at 6:30 tonight on fairfax avenue in san francisco. the man accused of fatally stabbing a young woman at oakland's macarthur barton station back in court. jon cowell is accused of

killing the 18-year old last july and injuring her sister. a judge is expected to rule on if he is mentally competent to stand trial. two client appointed doctors were designed to examine him, one said he is mentally incompetent, the other doctor could not reach a conclusion. the man accused in the shooting of nipsey hussle is being held on bail this morning. eric holder pleaded not guilty to murder and attempted murder. holder is accused of killing the rapper on sunday. he is expected to be back in court may 10th. there is a vigil today in oakland to honor nipsey hussle. it will be at the clothing store on broadway at 6:00 tonight. a plan to take commuters across the bay on hovercraft may be scaled back. the operator of the ferry wants to study the impact of hovercraft using money from the measure that voters passed in june to raise bridge tolls.

some of that many of us had to go towards expanding the fairies but the examiner says the lawsuit to stop the toll increases they put funding for the hovercraft the study in jeopardy. new this morning government officials in ecuador say no decision has been made on whether to force julian assange to leave that country. that is despite a tweet from wikileaks at a high level source says he will be expelled within hours to days. he has been in that embassy since 2012. he is facing extradition here to the u.s. if he steps foot out of the embassy because he published thousands of stolen classified documents. british prime minister theresa may is asking the eu to extend the deadline for her country to leave the eu from april 12th until june 30th. it is the second extension britain has asked for as lawmakers struggle to agree on

terms of a brexit agreement. there are reports the eu council president will propose giving britain a flexible extension of up to one year. that would need to be approved at a summit next week. the giant home opener is scheduled to begin in a little more than six hours against the tampa bay rays. allie rasmus is live, we have to talk about the rain concerns. >> reporter: very light shower passed over about 15 minutes ago, now you can see it is completely dry out here. the hope is that by game time there will not be any rain. when fans come to the park the first thing they will notice is this massive scoreboard, it is four times larger than the one that was here last season. if you look at the top you can see people still doing some work on it.

happening today the president is making his way to california to visit the mexico border. he will examine a portion of fencing that was just recently fortified. alex michelson is live with the president is due to arrive in just a matter of hours. >> reporter: good morning. behind as is the border patrol station, this is where the president will meet with local leaders a little bit later today. we have new video in that we want to show you. this is the president departing the white house this morning. let's talk about what he will be doing here. he will take a look at the border talking about new border wall construction. he is also set to host a roundtable discussion with officials, including members of the border patrol, about conditions on the ground here.

border patrol station, we have been selected to be the reporter to be inside with the president for that meeting. we will have a live coverage throughout the day right here on ktvu. alex michelson, ktvu. >> i have been there a number of times, it is usually low-key but bustling border town, is the scene any different today, are there protesters? are there supporters gathered where you are? >> reporter: we have heard about a protest scheduled a little later in the day, it is not where we are right now, it is actually very quiet right here, it is kind of peaceful. certainly not a chaotic situation. a nice morning and a beautiful day here. it will be interesting to hear what the president says. my guess is he will be painting a picture that may be different than what we are seeing on the ground. >> thank you so much.

the issue is heirs tomorrow when at 6:30 followed by mornings on 2. tests show a young man found on a kentucky street this week is not the missing boy he claimed to be. police say the man who claimed to be timmothy pitzen is in fact a 22-year old ex-convict from ohio. he told police he was timmothy pitzen, said he had escaped from his captors. now the fbi says it was all a hoax. timmothy pitzen's family is devastated. >> we know that you are out there somewhere, we will never stop looking for you. we are praying for you and loving you. >> in 2011 timmothy pitzen's mother checked him out of school in illinois, she spent a

few days with him then killed herself in a hotel room in fact left behind a note that said her son was okay but would never be seen again. new this morning japan's space agency dropped an explosive on an asteroid trying to find out how the solar system began. the spacecraft drop the explosive onto the asteroid, it is 180 million miles from earth. they wanted to make a crater on the service to collect samples to give clues on how the solar system began. scientist say that difficult mission was completed. you may see meteor showers this month, yesterday morning a meteor street across the southeast. the american meteor society says it received 500 reports from people in the carolinas, florida and across alabama. meteor activity goes up in april as the meteor show becomes more active in the next

few weeks. >> meteor showers and rain showers today. we are dry right now although there was some rain at the golden state bridge. right now traffic is looking all right at the macarthur maze coming out to the bay bridge. when you get to the toll plaza you will see the commute is backed up kind of normal. i will tell you it is a little better than normal. you can see that ramp right there is lighter than usual. that is always a good sign. this is a look at 880 in front of the coliseum. the oakland a's had a very successful homestand, now they are away, that means traffic will not be as bad. although tonight there is a golden state warriors game at the arena. if you are on the san mateo bridge that commute is signed. let's bring steve in.

have you been following this tampa bay reliever? he is throwing nasty. have you seen him? >> i haven't actually seen him play but maybe today we will get a chance. this system will leave us in the morning and there out in the afternoon. maybe not a 1:35 start for the game but we will be close. i think the system at 1:00 should begin to make its move out of the picture. at two michael clark it should be gone. heavy rain being reported right now in santa rosa. there has been half an inch of rain for some up in the river. i will have to update this, these are an hour old now. most locations have been less than two tenths of an inch. now making the move into mendocino county, lake county,

parts of napa county and sonoma. some of these rain showers can produce some brief, moderate rain. there has been light rain in san francisco but that is the system that is on its way out. temperatures are way above average. south wind at 22 miles per hour. a lot of energy coming across but there is not much cold air so these systems are weakening as they move towards us. rainfall amounts, projections have come way back compared to where they were. still a quarter to hate half- inch around here would not surprise me. it's these on temperatures. saturday morning a little bit of rain then we will clear out. the seven days looks warmer. east bay congressman eric swallow could soon announce he is running for president. right now he is focusing on gun laws. the death threat that went to

santa rosa. more on the chaotic scene as people stood on their balconies to escape the smoke. we do have traffic that will be busy out there if you are driving on bay area roads. some commutes are a little bit lighter, this one here looks pretty good in front of the oakland coliseum. a lots of cloud cover, in the sierra they will get some snow but it will be high elevation snow starting tonight. itreat them all as if, they are hot and energized. stay away from any downed wire, call 911 and call pg&e right after so we can both respond out and keep the public safe.

the rain is about to make its move. there has been some light rain, they will play, i think this will go through pretty fast. we could have a quarter of an inch of rain in some places. a winter weather advisory at 5:00 p.m. today. y. cloverdale with over a quarter of an inch of rain. there are some impressive totals coming in. they will play, maybe not at 1:35 but they will play. the system is producing heavy rain up in mendocino county, now moving into lake county and napa county. we have seen one third of an inch for some. there is some heavy rain embedded in a few of these

storms. we are 50s for temperatures. the breeze is picking up. the system will get out of here pretty fast this afternoon. the rest of the weekend will be okay, 60s for temperatures. right now we do have traffic moving along pretty well even though it is wet in some areas. it is not went everywhere which is not unusual. let's start at the golden state bridge, traffic has been light. you can tell the windshield wipers are on here. remember when the wipers are on the headlights need to be on as well. his is a look at the westbound richmond bridge approach. there is a backup, not quite as long as it normally is. at the macarthur maze looking good. let's get back to the desk. new this morning investigators in santa rosa

looking for the cause of a fire that left 140 people with no place to stay. it happened at an important building on steel lane. elissa harrington you have been out there for hours. what do you know? >> reporter: good morning. we are getting a closer look at the damage and a better idea of what people went through. a lot of these people tried to fight the fire themselves with what little resources they had. you can see a fire extinguisher, someone broke the glass. we have seen different fire extinguishers around the property. i want to show you the building, over here you can see the city has come out to red tag the building. there is a stairwell, some hallways, where the smoke was so thick, that is why so many people felt trapped. they ran out onto the rooftops to get help. firefighters did have to make several rescues. you can see the heaviest damage

over here. these are the couple of the units that were burned. there is a ladder leading up to a window. this all started last night at around 7:00. this is an older building with no sprinkler system. firefighters arrived and were able to knock down the flames in less than an hour but the building suffered major damage. more than 100. -- more than 140 people have been displaced. many of these people are displaced because utilities had to be shut off. the fire department is working with the red cross to help these people out. we stopped by the community center, i did see one family there getting some resources. firefighters say there are no major injuries to report. i want to show you a little bit of what we are seeing out here. this looks like a sofa on the

ground. there are books scattered all over the place, broken windows, i showed you that broken fire extinguisher, over here you can actually see one of them on the ground. definitely a very scary time for these people. again, half of the complex has been displaced, 300 people live here, 140 can't come back at this time. for the first time the landlords of the ghost ship warehouse appeared in court. it is part of a case over the fire that killed 36 people. eva ng arrived in court first followed minutes later by her brother kai ng. the two, along with their mother, chor ng, own the warehouse that is now a memorial site 2036 people killed in the fire in 2016. the ng's have never been charged. max harris is still in jail with derick almena, they are charged with 36 counts of

involuntary manslaughter. candace nguyen tried to talk to the ngs outside of court yesterday but they would not comment. >> reporter: did you expect to come to court? what kind of questions were asked of you in your? >> inside the courtroom attorneys asked eva ng and kai ng about their relationship with derick almena, their knowledge of the people living in the warehouse and if they were responsible for the deaths. eva ng and kai ng refused to testify taking the fifth amendment. jury selection in the trial against derick almena in mike harris will begin april 16. new details this morning about the deaths are eight members of the hart family who died last year when the suv drove off of a cliff into the ocean. a inquest has determined it was a murder suicide. it concluded jennifer hart deliberately drove her family into the ocean.

she killed herself, her wife and there six children. it happened days after authorities in washington started investigating allegations of child neglect. toxicology report indicate the children were given high doses of benadryl before the car was driven off the cliff. police investigating a stabbing in san jose this morning. it was 11 homicide of the year. it happened last night on north capitol avenue. a man who was stabbed died at the hospital. no word on any arrest. police in alameda investigating a body found at the scene of a brush fire. crews found the body yesterday afternoon in veterans memorial park. they spotted the body when they put out a small vegetation fire. right now we don't know if foul play was involved. investigators are still trying to determine the name of the person who died.

the man accused in a sword attack outside of a san francisco roller rink is in jail this morning facing charges of attempted murder. 30-year old leor bergland is accused of cutting another man with a sword, injuring his left hand. witnesses say the attacker was making anti- gay remarks and wearing a maga hat which was knocked off his head just before the attack. this happened on march 29th in san francisco. mayor eric swalwell is not letting a death truck stop his run for a presidency. en someone left a rant on the voicemail of his district office. he posted the track on mine then replied "i am not afraid. not of this caller. not of the nra." eric swalwell has pushed for college be more affordable.

were seized during an fbi raid. he asked for help to persuade new york prison officials to allow him more time before he has to report to jail so he can sort through 14 million documents. he is also asking for a reduced jail sentence in exchange for his cooperation. michael cohen is due to report to prison next month. he pleaded guilty last year to tax evasion and lying to congress. critics of the trump administration are waiting for attorney general william barr to release the full mueller report about russian influence on election. last night demonstrators held marches in oakland and san rafael, it was part of a nationwide protest calling for the release of the report. >> the fact they are withholding it so much clearly shows there is something in it they don't want us to see.

>> it is important to know the truth. we need to rise as americans to defend democracy. >> at one point last night demonstrators phoned the justice department at the same time demanding the release of the report. this morning joe biden is speaking publicly for the first time since several women accused him of touching them in ways that made them uncomfortable. he is set to speak in washington dc. analysts say they don't expect him to spend a lot of time in the speech addressing the allegations. in a social media posts he said he would be more mindful and respectful. his defenders are standing by him. >> i have known joe biden for over 30 years, he has never been inappropriate with me. he is a decent human being. >> supporters say the allegations against him have not derailed plans for a 2020

across several cities hitting cars and smashed into an suv. finally he was arrested after slamming into an suv in pasadena and seriously injuring the driver. there is a new poll that finds people in san francisco favor a takeover of pg&e electrical infrastructure within san francisco. the public utilities commission has shown interest in the idea since pg&e announced plans to file for bankruptcy. a research firm found 56% of those who were polled favored the city buying pg&e power lines and other equipment with a goal of becoming energy independent. 22% oppose the idea. the golden state warriors are close to clinching number one after a blowout in los angeles against the lakers.

steph curry had seven points last night but that pass to kevin tarrant was the play of the night. demarcus cousins led the team went 21 points. the warriors are back home today to play cleveland. while thousands of people commute across the bay bridge every day steph curry says now that his office is moving to san francisco his family might move there too. he and his wife live in the east bay with their children. they have owned homes in many different places but because the warriors are moving to the do building in san francisco they are considering living in san francisco as well. steph curry talked about the move on his youtube series recently. >> there is nothing like a parade in downtown oakland.

>> do you have a helicopter? >> he joked it could easily be late for a game in san francisco because of the commute. they have lot to think about with their three young children. they have a community in the east bay. i know you grew up in the city, moving to san francisco from livermore would have been like moving to mars back then. >> wherever you grew up is what you think is best. later on you realize that is not the case at all you just need to try new things. he will be fine wherever he goes. i used to think there was no other place like san francisco. i love the entire bay area right now. whatever he does, good for him.

this is the commute that the bay bridge getting into san francisco it is backed up 20 minutes before you make it into san francisco. there has been no major problems. no problems on the san mateo or dunbar bridge. as you move around the bay there is not a lot of traffic. a couple of minor accidents. the south bay commute has been nice. 280 traffic looks good. we just missed it again. we do have rain moving in, heavy rain up in the russian river. it is nice in the south bay so there are many different forecastss this morning.

by the way they raised the prices for some of this parking. i have seen $90 to park your car out there. this is a look at 880, it is a little slow. let's get back to the desk. we are learning more about a fire that tore through an apartment complex in santa rosa. elissa harrington just spoke with one of the people who had to be rescued. she joins us live. >> reporter: good morning. the fire started on the second floor of the building, that man lived just down the hall, he said he heard smoke alarms go off but the smoke was so bad he could not see his hand in front of his face. that man, his wife, and dog all had to be rescued. >> the fire department got us down. we couldn't go down the hall because it was too much smoke. we had to get on the roof to wait for the fire department.

>> reporter: that man, tom logan, carried his dog out of the window and firefighters took her down the ladder. the family is now staying in a motel. the building has been red tags. utilities have been shut off displacing 140 people. the fire started last night at this apartment building. firefighters say it began in a unit on the second floor. flames spread to neighboring units while smoke raced down the hall. many people couldn't see past the smoke so they ran to the roof to be rescued. fire alarms did go off but there are no sprinklers, that man described to flames shooting out of the windows, he said, it brought back bad memories of the other fire. >> here we go again. we had those fires two years ago. we were evacuated at that time also. >> reporter: the red cross as

about to get bigger. let's get over to pam cook. >> reporter: it is always nice to have good news. this morning the labor department announced 200,000 jobs were added last month. economist predicted a gain of 170,000. when the opening bell rang this morning stocks headed higher after that a strong jobs report. checking in on the numbers, actually, opening bell rang about two hours ago. here is a live look at the dow jones up slightly. down a little bit from last hour. the nasdaq and the s&p 500 also up. we now know where in some target employees can expect to see bigger paychecks. the company plans to bump the minimal hourly wage to $13 starting in june. in 2017 the company announced a plan to raise its hourly wage
